PROBLEM TO BE SOLVED: To secure safety of the system and improve reliability, while utilizing an internet communication network advantageous in cost, without using an one-time pad or the like, when remote supervisory control of facilities or the like of a repeating transmission station of ground digital broadcast radio waves is executed. SOLUTION: The system has a supervisory control device 31, the Internet communication network 32 to transmit a control/supervisory signal from the device 31, and a controller 33 to be supervised, to which the control signal transmitted by the communication network 32 is inputted. The system has a key information generating device 10 to output a key information signal, in response to a transmission request signal of the key information from the device 31, a key information AC multiplex device 11 to output a key information multiplex transmission TS signal by superposing the key information signal on a transmission TS signal AC multiplex region, a dedicated communication network 25, an ISDB-T modulator 22, and a transmitter 23. A receiving and reproducing device 12 of a radio wave key, to output a key release signal to the device 33 and to pass the control signal, when the radio wave key is detected from among the device 33, a control facility 24 to be supervised, and the received radio wave, is provided inside the relay transmission station 18.
