A method and a system for generating a temporary I-frame and transmitting live multimedia streams are provided to generate a live multimedia stream having a temporary I-frame in addition to a live multimedia stream having a normal I-frame and transmit the live multimedia stream having the temporary I-frame if required, thereby minimizing a waiting time of a client. A live multimedia stream transmitting system includes a live encoder(121), an encoder(124) and a streaming server(122). The live encoder encodes live data and generates a first live multimedia stream including a normal I-frame. The encoder encodes live data and generates a second live multimedia stream including a temporary I-frame. The streaming server transmits one of the first and second live multimedia streams to a client(110). When the client requests the streaming server to transmit a live multimedia stream, the streaming server transmits one of the first and second live multimedia streams for a requested channel to the client at the requested time.
