PROBLEM TO BE SOLVED: To provide a transmission belt which reduces noise while it is traveling and is improved in durability, and a method for producing the transmission belt. SOLUTION: A rubber sleeve 24 coated with a multiple-flock layer 26 in which the second flock layer 26b is formed on the surface of the first flock layer 26a in which short fibers are fixed to an unvulcanized rubber surface is arranged between an inner mold 41 fitted with a flexible jacket 42 and an outer mold 46. A premolding 21 is manufactured in the mold part 45 of the outer mold by expanding the flexible jacket 42. Another sleeve 25 is manufactured on the surface of the flexible jacket 42 of the inner mold 41 separated from the outer mold 46, the inner mold 41 is set again in the outer mold 46, and the sleeve 25 is vulcanized integrally with the premolding 21 by expanding the flexible jacket 42. Air is extracted from the multiple-flock layer 26 keeping gas permeability outside the mold. A flat mold attachment part is formed, and the multiple-flock layer 26 composed of the first flock layer 26a of the short fibers buried in a rubber layer and the second flock layer 26b on the surface is formed on a belt sleeve surface.
