PROBLEM TO BE SOLVED: To prevent defective transfer caused by such a failure that the surface of an image carrier does not completely follow up the surface unevenness of a transfer material, regarding a transfer/fixing device configured to simultaneously transfer and fix a toner image carried by the image carrier. SOLUTION: A transfer/fixing nip N is formed by pressing a transfer/fixing roller (image carrier) 22 against a pressure roller (pressure member) 24, then, the toner image carried by the transfer/fixing roller is heated by a halogen heater (heating means )21, thereafter, the toner image is simultaneously transferred and fixed to a transfer material P passing through the transfer/fixing nip. In such the transfer/fixing device 20, the heating temperature of the halogen heater is set so that the toner temperature in the toner image carried by the transfer/fixing roller becomes equal to or below Tm+10[°C], wherein Tm[°C] stands for the softening point of the toner, and also, the transfer/fixing device 20 includes an electric field forming means 25 to form a transfer electric field at the transfer/fixing nip.
