PROBLEM TO BE SOLVED: To attain simultaneously safety improvement of ultraviolet irradiation treated water and energy saving by optimizing automatically an ultraviolet irradiation amount, even when the water quality of water to be treated is changed. SOLUTION: A part of the water 4 to be treated flowing into an ultraviolet irradiation tank 2 is guided to a fluorescence analyzer 6, and an excitation spectrum is scanned in the state where a fluorescence wavelength is fixed at '425 nm', and an excitation peak wavelength is measured continuously, and an ultraviolet irradiation amount target value necessary for optimizing the ultraviolet irradiation amount is operated by using an analysis result by the fluorescence analyzer 6, and the ultraviolet amount emitted from an ultraviolet irradiation device 3 is controlled.
