PROBLEM TO BE SOLVED: To reduce a labor required when specifying a harness failure position, and to facilitate discrimination of the specified failure position. SOLUTION: A pulse wave output means outputs a pulse wave to a harness. The pulse wave is reflected by a failure spot, and returned from the passed harness. A pulse wave input means inputs a reflected wave. A clocking means measures a time t from output of the pulse wave until input of the reflected wave. When the pulse wave input means inputs the reflected wave, a failure position operation means determines that a disconnection occurs, operates the length (Vp×t)/2=Lx to the failure spot, and specifies the failure spot by using length information of the harness stored in a storage means.
