PROBLEM TO BE SOLVED: To provide a valve element of a ball valve which is reduced in weight and in which dents resulting in the stagnation of a fluid are eliminated and a method of manufacturing the valve element. SOLUTION: This valve element comprises an outer spherical shell 41 formed by swelling a pipe material to the outside, having an spherical outer surface, and having openings 42A, 42B on the surfaces symmetrical with each other with respect to the spherical center; and a fluid passage tube body 44 inserted into the outer spherical shell 41, formed in a linear tubular shape, and having both ends joined along the openings. Since the valve element is formed of the outer spherical shell 41 formed by swelling the pipe material to the outside and the fluid passage tube body 44 of linear tubular shape, its weight can be generally reduced. Also, since the fluid passage tube body 44 in which a fluid flows is formed in a linear tubular shape, it has no dents resulting in the stagnation of the fluid.
