PROBLEM TO BE SOLVED: To provide a water-repellent lower garment to be worn below the waist, including a waist part and a bottom part and offering water repellency without damaging sweat absorbing properties, and to provide a method for producing the same. SOLUTION: This water-repellent lower garment to be worn below the waist includes a waist part and a bottom part. The lower garment has a water repellent agent-attaching part to which a water repellent agent attaches, and a water repellent agent-unattaching part to which a water repellent agent does not attach by soaking only the bottom of the lower garment in a treatment solution containing a water repellent agent followed by drying.
