For achieving this purpose, a state monitoring part (121) monitors whether the state of a transmission apparatus (100) is "idle", "switching", or "pass-through". When the state of the transmission apparatus (100) changes from "idle" to another state, a concatenation setting part (122) cancels the setting of concatenation and arranges that received signals be treated as STS1 on a temporary basis. Then, after a lapse of predetermined time period, the concatenation setting part (122) arranges that the concatenation be automatically determined.
