<p><P>PROBLEM TO BE SOLVED: To provide a video encoding system capable of converting the frame rate of input video data to a frame rate suitable for video encoding. <P>SOLUTION: The video encoding system 100 is provided with a frame rate adjusting part 102 for converting the frame rate of the input video data to a specified frame rate and a video encoding part 103 for encoding the video data subjected to frame rate conversion in the frame rate adjusting part 102. The frame rate adjusting part 102 is provided with a frame buffer where the input video data are stored by a frame unit, and reads the video data stored in the frame buffer at a timing determined by the specified frame rate, which independent of a timing determined by the frame rate of the input video data. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
