PROBLEM TO BE SOLVED: To avoid contact of a valve and a piston while materializing intake air quantity according to demanded engine output. SOLUTION: A control device for an internal combustion engine provided with: a variable lift mechanism capable of changing valve lift: and a variable compression ration mechanism for changing compression ration in a combustion chamber controls the variable compression ratio mechanism 25 and the variable lift mechanism 26 to set a decrease rate of a compression rate higher than an increase rate of the lift when a demanded engine output increases and to set the decrease rate of the lift higher than an increase rate of a compression ratio when the demanded engine output decreases. If a variable phase mechanism for changing valve phases is provided, the control device controls the variable compression ratio mechanism and the variable phase mechanism so as to set the decrease rate of the compression ratio higher than the change rate of the phase to the retarding side when the demanded engine output increases, and to set the change rate of phase to the retarded side higher than the increase rate of the compression ratio when the demanded engine output decreases.
