PROBLEM TO BE SOLVED: To provide an aqueous primer using a polyurethane-based aqueous composition which does not emit a large amount of solvent, a urethane-based waterproofing laminate using the same and a method of applying the urethane-based waterproofing laminate. SOLUTION: The reactive one-pack type polyurethane-based aqueous primer composition comprises a polyurethane-based aqueous composition (B) consisting of a urethane prepolymer (A) and an alkoxysilane derivative (S) and a hydrazide compound (C). The urethane prepolymer (A) is obtained by reacting an organic polyisocyanate (a), an active hydrogen compound (b), which is reactive with an isocyanate group and having at least two active hydrogens, and an active hydrogen compound (c) having a ketonic carbonyl group, which has at least one active hydrogen reactive with an isocyanate group.
