A thermosetting coating composition for precoating that without vaporization of formaldehyde being a substance causing sick house syndrome, adsorbs and decomposes toxic substances vaporized indoors, providing a precoated metal sheet excelling in coating properties; and a metal sheet precoated therewith. There is provided a thermosetting coating composition for precoating characterized by containing (A) coat forming resin composition containing a hydroxylated resin and a blocked isocyanate curing agent, (B) inorganic compound with its surface treated with a nitrogenous compound capable of adsorbing aldehyde compounds and (C) titanium phosphate compound in such a proportion that 0.1 to 10 parts by mass of component (B) and 0.1 to 10 parts by mass of component (C) are used per 100 parts by mass of component (A). Further, there is provided a metal sheet precoated with the composition.
