<P>PROBLEM TO BE SOLVED: To solve the problem in a conventional system, wherein it is not practical to position a controller in an easily accessible location, the controller must be programmed, and it is expensive to purchase, install and maintain. <P>SOLUTION: Utility control devices in a system can be linked to each other without requiring common controller, for cooperative operation, control, and/or messaging execution.
