PROBLEM TO BE SOLVED: To rapidly perform settlement processing in the event of short balance in an electronic money card.

SOLUTION: (1) An electronic money terminal 8 acquires a settlement amount. (2) The terminal 8 requests the electronic money card 6 to transmit a value balance currently stored thereby. (3) The electronic money card 6 reads and transmits the value balance to the terminal 8. (4) The terminal 8 compares the value balance with the settlement amount. When the settlement amount is larger than the value balance, the terminal 8 calculates and stores a deficiency amount by subtracting the value balance from the settlement amount. (5) The terminal 8 reduces all of the value balance to the card 6 to perform settlement processing. (6) The terminal 8 transmits deficiency amount data to an electronic money server 2 by batch processing. The server 2 receives and stores the deficiency amount data in a deficiency amount database, and performs adjustment processing.
