PREDICTIVE IMAGE GENERATING DEVICE, METHOD AND PROGRAM, AND IMAGE ENCODING DEVICE, METHOD AND PROGRAM

PROBLEM TO BE SOLVED: To reduce a predictive difference being a difference between an encoding object image frame and a predictive image frame in order to raise encoding efficiency concerning inter-frame predictive encoding.

SOLUTION: A predictive image generating device multiplies the processing unit block of a reference image frame by one or a plurality of weight coefficients respectively, adding offset values to one or a plurality of multiplication results, and generating the processing unit block of the predictive image frame. The device includes: a weight coefficient determining means for determining one or a plurality of weight coefficients; an offset value calculating means for obtaining one or a plurality of offset values by correcting a DC component value in the reference image frame so as to allow the average pixel value of the predictive reference frame to be equal to the average pixel value of the reference image frame; and a predictive image generating means for generating the processing unit block of the predictive image frame through the use of the respective weight coefficients determined by the weight coefficient determining means and the respective offset values obtained by the offset value calculating means.
