<p><P>PROBLEM TO BE SOLVED: To provide a power saving system that does not require software for starting peripherals shared by a plurality of devices that transition into a power-saving mode or return to a normal mode, for managing arbitration among the devices, and for setting the peripherals. <P>SOLUTION: In the power saving system having a plurality of devices 10, 12 equipped with processors and operating in the power saving mode and the normal mode, each of the devices issues a setting request to the shared peripherals 17, 18 when returning to the normal mode from the power saving mode. The setting requests from the devices are accepted by an exclusive control means 14 and only one of the setting requests is exclusively selected. Peripheral setting information is previously stored in a nonvolatile memory 16; at the same time that the setting request is selected, an address counter is started and the setting information is read from the nonvolatile memory and set in the peripherals 17, 18.
