PROBLEM TO BE SOLVED: To provide a developing device preventing leakage of toner from the end of a developing roller, and to provide an image forming apparatus. SOLUTION: An inclined part 30b projecting from the outside to the inside in a shaft direction from an upstream side to a downstream side in the rotating direction of the developing roller 25 is provided on an end seal member 30 sliding in contact with the outer circumferential surface of the developing roller 25 at both ends in the shaft direction.
