PROBLEM TO BE SOLVED: To provide a developing device or an image forming apparatus in which an adverse effect due to temperature rising is prevented by radiating frictional heat produced by the rotation of a developing roller to other places. SOLUTION: The developing device 11 having a housing 1 which stores toner, the developing roller 3 which is configured so that a part of the developing roller 3 projects from the housing 1, while the developing roller 3 is held by the housing 1, to face a photoreceptor 10, and develops a latent image on the photoreceptor 10 with the toner and a regulating blade 5 which regulates the thickness of a toner layer on the developing roller 3, is provided with: an end portion seal 6 which comes into contact with the end portion in the width direction of the developing roller 3, in the housing 1, to prevent the toner from leaking out; and an end portion seal supporting member 7 which supports the end portion seal 6. The end portion seal supporting member 7 is made of a high thermal conducting material whose thermal conductivity is higher than that of the end portion seal 6 and configured so as to come into contact with the regulating blade 5.
