PROBLEM TO BE SOLVED: To enhance nuclear nonproliferation resistance, while keeping a safety restriction condition; to heighten burn-up furthermore; and to enable multi-recycle. SOLUTION: The core flow rate of a BWR is adjusted so as to become a set core flow rate determined from the characteristic shown in figure 2 according to the ratio of Pu-239 in TRU contained in a new fuel assembly to be loaded in a core. The core flow rate is maintained at the set core flow rate in the core through each operation cycle of the BWR. Accordingly, the ratios of a plurality of TRU isotopes contained in the fuel assembly when the fuel assembly is taken out of the BWR core as a spent fuel is substantially the same as the ratios of the TRU isotopes contained in the state of the new fuel assembly wherein the fuel assembly is loaded in the BWR core.
