PROBLEM TO BE SOLVED: To provide an inorganic-organic composite coating composition having characteristics of both inorganic materials and organic materials. SOLUTION: An inorganic-organic composite coating composition comprises a polyhydroxysiloxane solution containing substantially no alkoxy group and an organic binder. Also an inorganic-organic composite coating composition comprises (A) a polyhydroxysiloxane solution and (B) an organic binder, wherein the polyhydroxysiloxane solution is prepared by mixing a condensate of tetraalkoxysilane (a-1), a hydrophilic organic solvent (a-2), water (a-3) in an equivalent amount (mole) or more of an alkoxy group contained in the condensate of tetraalkoxysilane (a-1), and a catalyst (a-4).
