<P>PROBLEM TO BE SOLVED: To efficiently use a band of a digital interface. <P>SOLUTION: Transport packets of a plurality of channels are multiplexed on a transport stream transmitted via a satellite, and a recording/reproducing device 1 extracts a packet of a certain channel. When the stream of the extracted packet is entered, the recording/reproducing device 1 records the stream, and detects the maximum bit rate of the stream to record it in a medium.
