PROBLEM TO BE SOLVED: To satisfactorily prevent uneven electrification in powdery lubricant applied on a developing sleeve 4a.

SOLUTION: Regarding the lubricant applying device, a bias voltage is applied by a power source means 106 to at least one of the apply means 102 and the developing sleeve 4a so as to prevent the powdery lubricant from being electrified upon applying the powdery lubricant on the outer peripheral surface of the developing sleeve 4a, and the triboelectrification that will be probably generated in the powdery lubricant is made a uniformized electrostatic charge by the electric field action of the bias voltage applied by the power supply means 106 on the apply means 102, then, the uneven electrification in the powdery lubricant applied on the developing sleeve 4a is prevented.
