PROBLEM TO BE SOLVED: To distribute a digital certificate again by simple operation by preventing a valid digital certificate from being distributed to a plurality of terminal devices in the case that a storage failure of a digital certificate at a terminal device is detected. SOLUTION: A digital certificate distribution system comprises: a storage means for storing a password, serial numbers and the state information of a plurality of digital certificates while being associated with predetermined identification information; a means for receiving a password from a terminal device, acquires a digital certificate in which the state information indicates "undistributed" in accordance with the relevant password when the relevant password is matched with the password stored in the storage means, and distributes the digital certificate to the terminal device; and a state change means for validating state information corresponding to the digital certificate when it can be confirmed that the relevant digital certificate is normally stored in the terminal device, and deleting or invalidating serial numbers corresponding to the other digital certificates.
