PROBLEM TO BE SOLVED: To realize a technique with which an abnormal state of devices and an abnormal state of a patrol person are detected using two kinds of mobile terminal devices. SOLUTION: A system comprises: a monitoring device 10 for monitoring an abnormal state of a plurality of facilities 20; a first wireless communication device for transmitting an alarm to a PDA 1 by a wireless LAN when an abnormal state occurs in the facilities 20; a second wireless communication device for transmitting an alarm to a PHS 2 through a PHS telephone circuit line when an abnormal state occurs in the facilities 20; and an abnormal state detection device 50 for transmitting a confirmation signal to both the PDA 1 and the PHS 2, and detecting an abnormal state of the PDA 1 or the PHS 2 based on whether or not there is a response to the confirmation signal.
