PROBLEM TO BE SOLVED: To provide a torque limiter large in a use frequency, capable of restraining dynamic friction force of a shaft member and a cylinder member, and capable of restraining seizure of the shaft member and the cylinder member, when the shaft member rotates to the cylinder member. SOLUTION: A dynamic pressure generating groove 35 generating dynamic pressure when motive power is not transmitted, is formed on an outer peripheral surface 20 of the shaft member 1 frictionally joined to an inner peripheral surface 21 of the first cylinder member 10 when transmitting the motive power.
