PROBLEM TO BE SOLVED: To provide a structure well meshing rack teeth 17 and pinion teeth 20 with each other and a manufacturing method of making a rack 9a assembled into this structure at low costs. SOLUTION: A part of the outer peripheral surface of this rack 9a displaced in a circumferential direction from one surface formed with rack teeth 17 is provided with a pair of flat surfaces 25, 25 continuous to an axial direction of this rack 9a and parallel to each other. Then, both flat surfaces 25, 25 are engaged with sliding contact portions arranged at the inner peripheral surface of a guide sleeve and having a linear line shape axially viewed from the guide sleeve and the rack 9a, thereby the rack 9a is prevented from being rotated around its central axis.
