A tunnel structure having an emergency roadway is provided to remove an unnecessary structure within the limited width and to form an emergency roadway. A tunnel structure having an emergency roadway includes a roadway(10) divided by a traffic lane of 0.5m in the center, an emergency roadway(40) installed to the right side of the roadway, and drainageways(20a,20b) installed on the right edge of the roadway and the left edge of the emergency roadway, wherein stairs are formed on the edge of one of the drainageways, and a service duct(30b) is installed to the stairs.
