An apparatus and a method for inputting and outputting voice signals in a portable terminal are provided to present a microphone to execute the function of a speaker in receiving voice signals and to present a speaker to execute the function of a microphone in transmitting voice signals. An apparatus for inputting and outputting voice signals in a portable terminal comprises a voice input part(106), a voice output part(108), a switching part(110), and a control part(100). The voice input part delivers a voice signal, converted into an analog signal by a communication part(114), to a mike/speaker(112), or a speaker which can execute the function of a microphone, through a switching path of the switching part. The voice output part delivers a voice signal, inputted through the mike/speaker, to the communication part through a switching path of the switching part. The switching part connects the voice input part to the mike/speaker in the case of receiving a voice signal. In the case of transmitting a voice signal, the switching part connects the voice output part to the mike/speaker. The control part instructs the switching part to connect the voice output part or the voice input part to the mike/speaker in the case of transmitting or receiving voice signals.
