A fuse manufacturing apparatus using a jig plate member and a fuse manufacturing method using the same are provided to perform mass production of fuses by increasing the number of cap holes and protection tube holes formed on the jig plate member. A jig plate member(30) includes a cap support plate(32), a cap alignment plate(33), a cap fixing plate(34), a protection tube alignment plate(35), an air induction plate(36), a prior entry plate(37), a prior entry guide plate(38), and a weight plate(39). The cap support plate is positioned on a bottom of a setting worktable. The cap alignment plate is inserted into the cap support plate and includes cap holes(331) to insert primary and secondary terminal caps. The cap fixing plate is stacked on the cap alignment plate not to miss the primary and secondary terminal caps. The protection tube alignment plate is stacked on the cap fixing plate and includes protection tube holes(353) for inserting protection tubes and a protection tube support plate(355) on a bottom surface. The air induction plate is stacked on the cap fixing plate to facilitate air circulation. The prior entry plate is stacked on the air induction plate and allows a fusible body to enter the protection tubes first. The prior entry guide plate guides prior entry of the fusible body. The weight plate is stacked on the prior entry plate to apply load to the protection tubes.
