<P>PROBLEM TO BE SOLVED: To perform efficient data collection which does not require continuous connection of a network, to make the continuous connection of the network unnecessary by using an internal memory effectively, and to eliminate waste in memory resource by accumulating only necessary data in the internal memory. <P>SOLUTION: When an amount of data to be collected is smaller than a capacity of the internal memory 13b in the embodiment 1, a method makes external transfer unnecessary by eliminating waste in the memory resource of the embodiment 1.
