<p><P>PROBLEM TO BE SOLVED: To provide an energy-saving behavior support system, for performing evaluation of energy consumption of an energy consumer based on an objective index to directly make the consumer aware of energy saving. <P>SOLUTION: An energy consumption database 12 accumulates and stores daily energy consumption data for a plurality of energy consumers including an object energy consumer CT. The energy consumption data includes data for at least power consumption of each small time zone of one day divided to predetermined small time zones. An evaluation index calculation means 13 calculates an energy saving index for relatively evaluating the energy consuming behavior of the object energy consumer CT for a designated date with a plurality of other energy consumers based on the energy consumption data accumulated in the database 13 for each item of daily electric energy, maximum electric energy, and minimum electric energy.
