PROBLEM TO BE SOLVED: To provide an improved signal for testing a communication system and communication device according to a noise profile that is not only used for the communication system and communication device but also specifically stipulated (standardized).

SOLUTION: The method of generating the signal having the predetermined quality includes the steps of: representing a first signal (10) with a plurality of frequency components having the respective amplitude and phase characteristics; processing the represented signal by arranging (11) the spectrum amplitude characteristics; and processing the represented signal by arranging (11) the spectrum amplitude characteristics in accordance with the stipulated quality standard.
