PROBLEM TO BE SOLVED: To provide a method for producing a polyester ether polyol having relatively low viscosity of 20,000 mPa s and excellent compatibility with a polyether polyol, by using polyethylene terephthalate, e.g. waste PET, as a starting material, the polyester ether polyol, a method for producing a rigid polyurethane foam having high strength, good dimensional stability, and excellent flame resistance, and a heat-insulating material. SOLUTION: The method for producing the polyester ether polyol comprises reacting a polyol composition (X) obtained by depolymerization of polyethylene terephthalate by using a polyol with a polyether polyol compound (B) having a hydroxyl value of 200-500 mgKOH/g. Thus obtained polyester ether polyol, a method for producing a rigid polyurethane foam using the polyester ether polyol, and a heat-insulating material are also provided.
