PROBLEM TO BE SOLVED: To provide an apparatus for effectively producing wood-based biomass fine particles. SOLUTION: The apparatus 1 for producing wood-based biomass particles from wood-based biomass rough particles comprises a pretreating device 2 for drying the wood-based biomass rough particles by heating and adding water to the resultant dried rough particles, a crusher 3 for crushing the rough particles having been treated by the pretreating device 2, and a recovering device 4 for recovering the wood-based biomass particles having been crushed by the crusher 3.
