<p><P>PROBLEM TO BE SOLVED: To detect a network load by imposing a burst load on a communication path in operation, without adversely affecting other communication, such as a communication trouble upon a communication service in operation. <P>SOLUTION: An inspection packet transmission section 28 transmits inspection packets 42 at predetermined intervals T1. A burst load transmission section 30 transmits a burst load 42 having a plurality of load packets at predetermined intervals T2 different from the interval T1. During a fluctuation period To determined based on the interval T1 and the interval T2, a delay time measurement section 34 receives, from the communication path, a plurality of inspection packets successively transmitted by varying a lapse of time from the transmission of the burst load to the transmission of the inspection packets, so as to measure the delay time of each inspection packet. Based on the measured delay time, a delay distribution generation section 36 generates a delay distribution indicative of an occurrence frequency of the inspection packets to the delay time.
