<p><P>PROBLEM TO BE SOLVED: To provide an ETC system that allows quickly passing through a manned exit gate using a simple method even if the card information of an IC card is stored in an on-vehicle device and used. <P>SOLUTION: Inside a vehicle, a cellphone 50 receives and stores ETC information and the like from the on-vehicle device 20. The cellphone 50 is then handed to a tollgate attendant. The cellphone 50 moves the ETC information and the like to a billing terminal 60. When receiving the ETC information and the like, the billing terminal 60 calculates a toll based on the ETC information and the like and creates a deletion instruction and service information. The handy part 61 of the billing terminal 60 is then handed from the attendant to the driver and the service information and the like is copied from the handy part 61 to the on-vehicle device 20.
