PROBLEM TO BE SOLVED: To provide a web cutting device which precisely cuts a 20m rolled product of domestic wrapping film, etc. for every constant length with fewer errors in roll length when producing them. SOLUTION: This web cutting device to cut a web continuously delivered from a previous process in every constant length is arranged above an intermediate part of a rolling position and a position shifted after rolling up the web full on a multi-shaft turret type roller to roll up the web on a rolling core. The cutting device is constituted by including: a fixed frame 51; an elevating plate 54 elastically provided on a lower part of the frame 51 through a coil spring 52; and a cutting blade 55 mounted on a lower part of the elevating plate 54. A roller 57 is axially installed on the elevating plate by providing a shaft 56 projected backward, the roller 57 is made free to make contact with and to separate from an outer periphery of a cam 58 revolving by controlled rotation of a motor MO and the elevating plate 54 is elevated by contact and separation of the cam 58 and the roller, and the cutting blade 55 is made free to cut the web in every constant length by vertically moving it in controlled lowering timing.
