PROBLEM TO BE SOLVED: To provide a method of manufacturing a winding coil that suppresses deterioration in a copper wire film to a minimum and improves the packing factor, and that has high inductance and low DC resistance. SOLUTION: The manufacturing method of a winding coil includes an inclusion process for forming an inclusion coil by wrapping at least a winding section 9 in a separation film in a coil section, having a winding section 11 wound by a coating copper wire 10 having a circular section and two drawing sections comprising the edge of the coating copper wire 10; a pressure reduction process for evacuating the inside of the separation film of the inclusion coil; and a hydrostatic pressure process for arranging the inclusion coil in a liquid and applying pressure to the liquid.
