Provided is a quantization control method used in video encoding which encodes video and performs control so that an encoding bit rate approaches a predetermined target bit rate. The method calculates a difference between a target encoding amount and a generated encoded amount so as to detect whether a predetermined condition has occurred. If the occurrence of the condition is detected, a change amount of a feedback amount is decided as an amount to increase/decrease a quantization step size. According to the decided change amount, a feedback amount is changed. According to the measured difference code amount and the changed feedback amount, the quantization step size is increased or decreased. If there are more than one condition, it is possible to perform a predetermined calculation for a change amount of the feedback amount obtained in each of the conditions, thereby deciding the change amount of the final feedback amount.
