PROBLEM TO BE SOLVED: To provide a fluorescent lamp, along with a lighting fixture using the same, which provides good starting characteristics at turning on using a commercial power supply and high frequency circuit. SOLUTION: The fluorescent lamp comprises a long glass bulb 10 which is hermetically sealed, an electrode means 20 which is hermetically attached at both ends in the glass bulb 10 so as to cause discharge in the glass bulb 10, a transparent conductive film 11 formed on the inner surface of the glass bulb 10 from both ends of the glass bulb 10, with a non-applied part 11a, being 4-30% of tube length L of the glass bulb 10, left out, a protective film 12 formed on the transparent conductive film 11 and the non-applied part 11a, and a phosphor film 13 formed on the protective film 12.
