PROBLEM TO BE SOLVED: To select proper data from a plurality of data transmitted by multiplexing, and download it. SOLUTION: A manufacturer of a receiver, a model and a version of a control program are stored in a load section as manufacturer ID, model ID and version ID, respectively. The section number and sum total of sections are stored. Whether or not a manufacturer ID and a model ID correspond to those stored in an ROM of the receiver is checked, and whether or not a version number is newer than that of a control program of the receiver is checked. Consequently, it is possible to determine whether or not the program is to be downloaded. It is possible to know whether or not programs transmitted being divided into a plurality of sections are all downloaded by referring to a list of the downloaded section number.
