PROBLEM TO BE SOLVED: To attain cost reduction of an SIP (session initiation protocol) proxy server regarding the SIP proxy server which performs session establishment control processing, and a subscriber cache control method. SOLUTION: An SIP proxy server includes a subscriber database 2, a subscriber cache 3 and a control processing section 8, instructs a region to write subscriber information from the subscriber database 2 into the subscriber cache 3 using a pointer, manages a log-in state, a long-out state and a busy state in each region of the subscriber cache 3, and comprises a recycle candidate table 7 which includes a log-out queue 7b for managing the log-out state and a log-in queue 7a for managing the log-in state and the busy state. The control processing section 8 controls the respective sections, refers to the recycle candidate table 7 in response to a log-in request, reads from the subscriber database 2 subscriber information of the new log-in request and performs overwrite processing in a region corresponding to a subscriber with low frequency of use of the subscriber cache 3.
