PROBLEM TO BE SOLVED: To provide a tool and a method for preventing the overturning of steel coils by which the safety of workers is secured because the work for preventing the overturning can be performed by holding respective steel coils so as to be brought into close contact on the front side where there is no possibility that the steel coils situated on the end side of a coil group are overturned. SOLUTION: By adjusting the length of a variable frame 7 to the main body frame 3 on the outer periphery in the upper part of a coil group so that respective locking members 9, 15 are locked to the side faces in the upper part of the steel coils situated on the end sides and also fixing the both by stopper means 11, 13, the coil group is held.
