PROBLEM TO BE SOLVED: To provide a technique which can appropriately manufacture a steel plate having excellent surface quality in manufacturing the steel plate by hot rolling. SOLUTION: In the cooling facilities which are arranged in the hot rolling line of the steel plate, and supply cooling water on the surface of the steel plate while carrying the steel plate, the interval of the nozzles in the most upstream side nozzle row among the nozzle rows formed in the direction of the width at specified intervals is formed to be closer than the intervals of other nozzle rows.
