MOVING PICTURE ENCODING AND DECODING METHOD AND APPARATUS THEREFOR

PROBLEM TO BE SOLVED: To provide a moving picture encoding and decoding method for adaptively applying a quantization matrix for each macroblock and eliminating input noise, and an apparatus therefor.

SOLUTION: The method of encoding moving pictures using a plurality of the quantization matrices includes: a stage of selecting one of the plurality of quantization matrices for each macroblock on the basis of characteristics of an input picture; a stage of transforming the input picture; and a stage of quantizing the transformed data using the selected quantization matrix.
