PROBLEM TO BE SOLVED: To provide a monitor capable of continuously monitoring the operating state of an internal combustion engine even when a clutch is operated. SOLUTION: In a period during which a half-clutch detection signal transmitted from a half-clutch detection section 300 is applied, an integration section 402 interrupts integration of an air flow output GA, and a timer section 404 interrupts time measurement. Thereby, air flow output GA in the period during which the half-clutch detection signal is applied is excluded from a target for calculating the amount of air integrated GASUM. A comparison section 406 compares the amount of air integrated GASUM integrated in the integration section 402 with a determining value THcss applied from a determining value setting section 408. When the amount of air integrated GASUM falls below the determining value THcss, it is determined that CSS (Cold Start Strategy) control is abnormal, and CSS abnormal output is output.
