PROBLEM TO BE SOLVED: To provide a refraction type Fresnel lens whose heights are set so as to suppress projection of stray light on the front of an observer side. SOLUTION: In a region, at least, of Fresnel angles 60 to 76°, heights of adjacent lenses 12a to 12i in a normal direction of a base material surface 11 are made different from each other.
