PROBLEM TO BE SOLVED: To operate free-cooling for a long time and to save energy of a refrigerating machine. SOLUTION: This cooling system 10 applying free-cooling is provided with cold water circulation passages 14 provided with freezing machines 20 for cold water flowing in a load 12, and circulating the cold water, by every cooling set temperature of the load 12. The cold water circulation passages 14 respectively comprise a free-cooling cooling tower 30 for cooling the cold water of a returning-side pipe 16, a valve 36 for adjusting a flow rate of the cold water flowing into the free-cooling cooling tower 30, and a bypass pipe 38 for directly connecting the returning-side pipe 16 and a going-side pipe 18 before the freezing machine 20. Further a control means 50 is disposed to adjust the cold water supply quantity to the free-cooling cooling tower 30 by the valve 36 on the basis of an outside air wet-bulb temperature, to perform the cooling until a cold water temperature between the free-cooling cooling tower 30 and the freezing machine 20 reaches a cold water set temperature, and returning the cold water to the load 12 through the bypass pipe 38.
