PROBLEM TO BE SOLVED: To provide a rubber composition for clinch apex capable of reducing rolling resistance and electrical resistance and improving crack-resistant performance, and to provide a tire having the clinch apex using the same. SOLUTION: This rubber composition for clinch apex contains a conductive short fiber of 1.5-5 wt.% obtained by coating the short fiber with a conductive material, and this rubber composition for clinch apex is used for a tire.
